DGD & OTHER CHECK LIST.

 

  • Dangerous Goods

     Must be accepted in accordance with the current edition of the IATA Dangerous Goods                       Regulation (DGR) manual and national legislation.

 

  • Required documents.

1)     AWB

2)     IATA DGR check list in English.

3)     Dangerous Goods Declaration (DGD) total 04 copies in English,

DANGEROUS GOODS DELARATION (DGD)






LIVE ANIMAL

Live animals (AVI) must be accepted in accordance with the current edition of the IATA Live Animals Regulations

(LAR) manual and national legislation

Required documents: -

PERISHABLE

Perishable cargo must be accepted in accordance with the current addition of the IATA Perishable Cargo Regulations

(PCR) manual and national legislation.

Time and Temperature Sensitive Healthcare

        Healthcare product must be accepted in accordance with the current edition of IATA Temperature Control Regulations (TCR)

        Perform the acceptance checking using the IATA Check list, or company check list for the type of temperature sensitive healthcare.

        products being accepted, answering all questions.

        Check whether the cool container is accompanied by the check sheet for cool/active (see document pouch container) 






Valuable Cargo:-


        Only accept valuable cargo in accordance with operating carrier-specific procedures if the operating carrier valuable cargo for transport

        Make sure that advance arrangements, are limited to authorized personnel, such as specialized security.  staff and vehicles, have been made for handling the valuable cargo. All information related to                             

        VAL is strictly confidential.   

        Check number of items and description matches the information provided in the AWB

        Make sure that valuable cargo is not consolidated with other cargo.

        Make sure that valuable cargo has been packed and secured so that it cannot be tempered with or removed.

        Valuable cargo must not be left unattended.






Human Remains: Coffins (HUM)

 

HUM procedures and handling are in accordance with IATA TACT RULES and IATA HANDLING MANUALS.

  • Human remains MUST be packed in a coffin, which is lead or zinc lined and hermetically sealed (i.e. completed air-tight). The coffin should be packed either in an outer wooden case and/or covered by canvas or tarpaulin so that the nature of the contents is not apparent.
  • All human remains shipments MUST be accompanied by a certificate of death issued by a competent authority. It is acceptable for this to be retained by one of the deceased's family, if accompanying the shipment.
  • NOC destination station embassy for transportation of dead body.
  • Embalming certificate.
  • Certificate for packing of coffin (the body must be wrapped into two bags of thick and transparent polythene, one from head end and other from foot side before packing into the coffin).
  • Specific country requirements for other importation documentation are shown in TACT section 7.3 although it is the shipper's responsibility to provide all documentation, all assistance should be offered. Embassies or Consultants are able to assist with specific details of documentation.
  • The airway bill should be annotated in the handling information box if documents are attached. Human remains are surcharged as detailed in TACT Section 3.7. All shipments MUST be prepaid.
  • The special cargo column of the cargo manifest should be endorsed "HUM".



Company Material and Mail (COMAT/COMAIL)

 

  • All carrier material tendered for transport are subject to the same acceptance processes as detailed based on the nature of the commodity, e.g. general cargo, dangerous goods, etc.
  • Company mail should be handled in accordance with local requirements, which may include security consideration.



MAIL  

  • The mail bags, container, etc. ("receptacles") are in proper condition showing no signs of prior damage or deterioration.
  • Routing label is securely and durably affixed to each mail bag in clear print.
  • The mail Delivery Bill documents (CN38, CN41, or CN47) accompanying the mail shipment must be signed as a receipt for the postal operator of origin
  • Keep 02 copies of the Delivery bill at Origin (one for station file and one for accounting and invoicing) and for remaining copies with the mail
  • Insert two copies of the Delivery Bill in a mail envelope (CN45)
  • Place these copies in the special pouch in which the flight documents are kept.
  • If mail receptacles contain prohibited items, are improperly prepared or damaged reject the receptacles and modify the document accordingly.

Secure cargo as applicable:-

Screen cargo on entry to the warehouse or as specified by local regulations. Fulfil any destination.

Cargo must be screen according to one, or combination of, the following methods prior to be loaded on aircraft ( as per ICAO/IATA/EU)

PHS: Physical inspection and/or Hand search: through manual check of the consignment, including all its contents.

VCK: Visual check: through check of the consignment where all parts can be seen with or without aid (can be applied for live animals)

XRY: X-ray equipment (single view and dual view)




EDD: Explosive Detection DOG






EDS: Explosive Detection system

CMD: Metal Detection Equipment

AOM: Subjected to Any Other Means: must be locally validated by the appropriate authorities and the carrier and followed by the

appropriate description of the method applied if not comprised with the abovementioned codes

Cargo Documents Pouch/Envelope protection

The pouch/Envelope containing cargo documents (AWB's flight manifest and commercial documents) should be submitted to the

same (cargo) security measures and should be protected from unauthorized interference until loaded on board on aircraft.

CARGO SECURITY DECLARATION (CSD)

The handling agent must be a Regulated Agent (RA) to ensure the chain of custody is not broken and therefor maintain the validity of the CSD.

The security declaration must contain the following information.

1) The unique alphanumeric identifier (RA CODE) of the regulated agent that    issued the security status

 2) Unique identify of the shipment (air waybill number)

 3) Contents of the shipment

 4) Security status of the shipment, (SPX, SCO or SHR)

 5) Reason why the Security status was issued:

    KC: received from Known Consignor, or

    AC: received from Account consignor, o

 The means or method of screening used, or The ground for examination of the shipment from                             screening

6) The name (or equivalent identification) of the person who issued the security declaration

7) The date and time when the security status was issued. Below Example:






ULD Build-Up

 

  • Keep ULD position on flat surface it is supported during buildup and do not use forklift to remove build-up pallet.
  • Secure containers doors in fully open position and ensure clearance so that door can be closed after build-up.
  • Always keep pallet net away from areas where damage may occur.
  • Use spreader material includes wooden pallets, boards, planks, beams…etc. as per requirement.
  • While using forklift for heavy items pay attention to the risk of damage to the ULD
  • Check weight and volume restriction per ULD and per aircraft loading position in accordance to specific carrier and aircraft requirement
  • Always segregate cargo as per requirement (DGR, LAR, PCR)
  • Make sure while build-up spread the load on the entire floor and ensure heavy cargo always load down and light cargo on top of it.
  • Before load the ULD remove old tags and new tag must be identified
  • Cargo must be arrange/loaded to maximize space
  • Wooden material must have undergone insecticide treatment
  • Follow any instruction on packages such as "This Side Up" ;
  • Arrange cargo so that labels are easily visible
  • Stack cargo neatly and secure the load using tie down straps and/or nets:
  • Avoid to load Heavy cargo in overhang position of container
  • Always use straps if Heavy cargo loaded in AKE/Container or pallets

Safety check after ULD build-up

  • Check ULD contour after build-up ensure nets and straps are properly applied. Verify again at Ramp side prior to aircraft loading

Consolidate information.

  • Verify build-up completeness against booking list, pre-manifest and conduct check on status of priority and special cargo such as Valuable cargo. In case of part shipment ensure remaining keep in location.
  • Update special instructions record in system such as time and temperature sensitive goods
  • Send final load to carrier or ramp handling agent load control.
  • Generate the cargo manifest on system.

c)      ULD load information codes (e.g. X = empty ULD)

d)     Special handling codes and complementary information

AVI/SPECIES, PER/ Temperature range (1 5to 25 Deg, 02 to 08 Deg)

OHG (overhang) length and direction, RRY/ type of index

a)     ULD Contour (where applicable)

b)     Bulk load : pieces and weight

c)      Airport of unload

d)     NOTOC (Notification to pilot in command) for DGR, PER

Resolve discrepancies

  • Discrepancies'/Last minute offloads must be reported back to the Cargo handling team
  • Update the same flight manifest and FFM

 Departure of the Aircraft

  • The Cargo Handling Agent must record the Wheels-up time
  • Send FFM according to Cargo-XML or Cargo IMP standards.
  • FFM contains the content of the cargo manifest. It is converted into an arrival manifest for pre-clearance purposes, for custom procedures, security checks, transit handling etc.
  • The message contain details of their shipments that are booked and loaded on flight.
